Вы окончательно всех запутали <img border="0" title="" alt="[Smile]" src="smile.gif" /> . Реч шла о так называемом Educational IRA (EIRA), в который отчисляют деньги родители для детей на учебу. Максимальная сумма для 2002 года - $2000. Вы же привели сумму ($3000) для обычного IRA, в который отчисляют деньги на пенсию.

We have a 529 Plan for our daughter. Here is how it works: each state has a separate plan. You can pick any plan regardless of your state of residency. Some lucky people can write off their state taxes if they contribute to their state IRA. Bush is submitting a proposal that may let 529 contributions to be written off federal taxes as well, but that remains to be seen. Among other perks, depending on the plan's state, the contributions can be up to $200,000. They grow tax free and at the moment of distribution they are taxed at a lower student's bracket (~14%) compared to the 30-something% bracket of parents. If the plan beneficiary doesn't want to go to college, the money can be transferred penalty-free to beneficiary's sibling or to the parent itself to be used for college degree. Another option is to withdraw the money with a penalty described by Thinker.

About the plan management. It is true that you cannot pick particular stocks but there are usually a bunch of money management plans that are offered. The one we picked works as follows. Depending on the age of the child, the contributions become less and less aggressive (e.g. between 0 years and 3 years the allocation is 95% stock and 5% bond, between 3-5 years it's 85% stock and 15% bond etc.)

I think that all this stuff is highly individual. Since both me and my husband work, 529 plan was the only option for us, we didn't qualify for any other IRAs etc. based on our income.

If yes, then you are qualified for Educational IRA and can contribute up to $2000 per child. Read this:
