In a general context it's a reference to children. These words are taken from a very popular children song:

Jesus loves the little children.
All the children of the world.
Red and yellow, black and white,
They are precious in his sight.
Jesus loves the little children of the world.

Author took these words from the Bible (see e.g. Psalms) This phrase can have different (i.e. original) meaning if used in religious context, such as in a sermon. The canonical translation of this phrase is "дорог/драгоценен в Его/Господних очах".

Дорогая, бесценная в его глазах (по его мнению, для него).

У <precious>, как мне кажется, нет точного соответствия в русском языке. Это сочетание дорогого-бесценного-нежного ... Например <precious baby>.

Ну Вы можете считать и так, но в синодальном переводе Библии переведено именно так как я написал.
