Как-то вроде бы понимаешь, что это как "оценка риска", но не очень доволен...
В статьях это всречалось в таком виде -

При вычислении тридцати процентов выплат страховым компаниям будет учитываться состояние здоровья заявителя.

Нет. "оценка риска" переводится как risk evaluation либо risk assesment.
30% of the payments to insurers will be risk-adjusted based on the health ot the people who sign up.
30% от суммы платежей страховой компании зависят от степени риска вызванного состоянием здоровья подписчиков.

1. Henry Aaron, an economist at the Brookings Institution, says risk adjustment is “ a critically important problem that has to be solved if any of the market-based solutions are to have a prayer of working”.
Poor risk adjustment is on of the problems that has plagued Medicare + Chose, which since 1997 has offered Medicare recipients the chance to get their benefits from a private insurer.
2.The new risk-adjustment system is designed to stop cherry-picking. Suppose two 90-year-old women in Brooklyn, N.Y., separately want to sing up for a Medicare Advantage plan. The first women visited her doctor last year to get treated for severe diabetes and also spent a few night in the hospital with what was diagnosed as congestive heart failure. The second didn’t have any health problems in the past year.
3.Using a computer program that predicts health costs of people with various diagnosed in the past year, the government would pay the Medicare Advantage plan $17,834 to take the first women for a year but only $10,936 for the second woman. The figures assume 100% risk adjustment, whish doesn’t take effect until 2007.
4.The risk-adjustment computer isn’t a perfect predictor of what will cost to cover a person .It only includes 65 common diagnosed, because insurers protested that collection data on all diagnoses would be to burdensome.
5.Economists say the risk adjustment doesn’t have to be prefect – only good enough so that it becomes too difficult for insurers to try gaming the system.
