"..Legislation that would prohibit localities from being able to require fingerprints from first-time applicants for concealed-handgun permits cleared the Virginia Senate on Monday.

The 27-13 vote on House Bill 754, sponsored by Del. Benjamin L. Cline, R-Rockbridge, sends the legislation to Gov. Bob McDonnell for consideration. A similar Senate bill is likely to pass the House of Delegates.

Passage of the bill is another victory this session for gun-rights advocates, who successfully lobbied the GOP-controlled legislature to repeal the state's one-gun-a-month restriction on handgun purchases.

Senators also approved, 24-16, the House version of the "castle doctrine" bill (House Bill 48), sponsored by Del. Richard P. "Dickie" Bell, R-Staunton, which would provide civil immunity to people who use deadly force against an intruder who "has committed an overt act against him or another person who is lawfully in the dwelling."

Also Monday, the Senate Courts of Justice Committee approved a bill that would allow local government employees who legally own guns to store their firearms in their cars at the workplace.

House Bill 375, sponsored by Del. Brenda L. Pogge, R-James City, prohibits localities from adopting rules that ban guns in their public lots. It passed the committee on a 9-6 vote, with gun-friendly Democrat John S. Edwards of Roanoke siding with eight Republicans. Under Pogge's bill, the guns must be stored in a locked compartment of the vehicle.

The bill provides exceptions that would allow for the prohibition of guns in parking lots outside schools, jails and juvenile detention centers, and on state college and university lots.

The measure now heads to the full Senate for consideration."
