Work in a Construction Company in Toronto.

My brother has been trying to get a " Labor job " in Toronto for a long time. But he says that no one can get such a comparatively highly paid
( 20 $ / hr ) job ( in municipality ) if SOMEBODY does not recommend you there. !!!! Is such really true ? or he is misinformed. !!

Can somebody from Toronto can help him to find a Labor job ???
