The dutch system doesn't allow Euthanasia in a carte blanche sense but instead defines the conditions under which a physician will not be prosecuted. These are that the physician must report the intervention to the coroner and must comply with the following 'due care' requirements:
He or she must have
become convinced that the patient had made a voluntary and deliberate request;
become convinced that the patient had no prospect of improvement, and was experiencing unbearable suffering;
informed the patient about his or her condition and prospects;
decided in consultation with the patient that there was no other reasonable solution for the situation;
consulted at least one other independent physician;
who has seen the patient and provided a written opinion about the requirements regarding due care, as described in items 1 to 4; and
performed the euthanasia or assisted suicide in a medically justified way.
