Правильно ли я понимаю, что в английском слово "chinaman" может относиться к любому азиату, не только китайцу?

Not really. Maybe ignorant people who can't tell a person of Chinese descent from another Asian would use that. But you have to know that "Chinaman" has an offensive flair to it. I wouldn't use it to describe an Asian person to somebody. You'll come across as racist.
