My college surprised me

Вот какое письмо получил от колледжа:
A charge will be placed on your account in the amount of your share of taxes for scholarships received for calendar year 2001. you need to pay this amount to the college ($752).
As long as you have a valid ITIN or SSN you can file a 1040-NR to get a refund of all OR PART of these charges.
В прошлом году такого не было. Я гражданин Украины. Вопрос - што надо делать? Законо ли ето ? ( в моем контракте ничего не говорилось о taxes). Рефунд в прошлом году я получил, но получил я его в Мay, а платить 750 надо сеyчас (не хочется). Спасибо за совет

around $18000 scholarship income not taxable ($0 in taxes)
(tuition and fees)
$5374 - board (tak $752)

Скорее всего легально. А что в твоём контракте написано вообще по этому поводу?

Talked to business law professor. He said that since it is not written in the contract that scholarship taxes are not my responsibility, AND during my fist year I didn't have to pay them, college assumed responsibility for it, and they can not change it ONE-way (affecting me) without giving me something in return. He said if they will insist, then students should threaten to sue , he said we will probably win in court. I talked to other students on scholarships they are pissed off too. Thanks for attention.

Why is that a surprise for you that you have to pay taxes in this country ? - Sue the government.
Best of all contact a tax adviser.

Actually, I did pay taxes (got a full refund check though), since I am a student I have a special situation - college took responsibility for scholarship, so they have to pay taxes too. It does not say in contract that "taxes are responsibilities of the student". We'll clear this question soon. BTW, if you are from Ukraine, and you are a student, you can get a fat refund (for 5 years). Good luck Fedya.
