А зачем считать этот процент? Уменьшить до самого минимума кол-во виз из этих стран, а тех, кому все же выдали - регулярно подвергать соответствующим проверкам. Just in case.

То, что сейчас называется Украиной - доживает последние месяцы... Даже при финансовой помощи Запада - больше полутора лет не протянет... а помощи этой никто не даст. Вопрос Донбасса решится сам собой. Достаточно скоро.
Более того, даже если договориться на реинтеграцию ВУ обратно в неньку, с предоставлением ВУ максимальной автономии, то и в этом случае Украине это не поможет. Пожалуй даже еще скорее развалится. Эдакая "lose-lose situation" для Украины. Ей вообще непонятно что теперь уже может помочь.
