Нет не редкость и нет они не тормозят, наоборот - разгоняют
Я вижу 2 варианта:
1 - искать фин контору которая наберает дешевую раб силу с малым опытом.
мне таких не много попадалось в финансах, блумберг приходит на ум.
по мне, тут резюме не играет большой роли.
Но в основном хотят многоопытных и платить готовы, деньги не проблема.
а значит
2 - хачить резюме, вписать то что хотят видеть рекрутеры прежде всего,
а это кейворды типа java, c, python, .net и соответствующий опыт в годах.
А так же что хотят видеть технари - определенные фреймворки, проекты и технологии в них. Какие задачи вы именно решали, какие решения принимали.
и если осилите, то сразу попадаете на нормальную зп и сениор позицию.

Я бы убрал все что не связано конкретно с програмированием а особенно всякие там management and supervisory skills.

И секцию PROFESSIONAL EXPERIENCE раза в 4 бы увеличил. У вас там написано что вы 4 года фрилансером работали а что делали полная вода и ерунда. Пишите просто. Сделал сайт ( 50 страниц ) для продажи телевизоров компании с оборотом в 10М в год. 100К пользователей в месяц. Использовал такие и такие технологии.
