Тhis is California Bar requirement. Besides California Bar, there are American Bar Association requirements that apply to all accredited schools. Without bachelors degree you can only attend non-ABA accredited schools. Graduates of non-ABA schools usually have the hardest time getting jobs and get the worst kind of jobs available.
