WACO, Texas (Reuters) - The United States on Thursday urged the restoration of normal gas deliveries after Russia cut off supplies to Ukraine over a contract dispute, and asked both sides to consider the humanitarian implications of any interruption during winter.
"The United States would like to see a restoration of normal deliveries. The parties should be resolving their differences through good-faith negotiations, without supply cutoffs," White House spokesman Gordon Johndroe said in a written statement from Texas where President George W. Bush is on vacation at his Crawford ranch.
Russian gas export monopoly Gazprom halted supplies to Ukraine on Thursday morning after a failure to agree on terms for 2009.
"We hope that Russia and Ukraine can resolve their dispute over the gas debt and the terms of their natural gas supply arrangements in a transparent, commercial manner," Johndroe said.
"We urge both sides to keep in mind the humanitarian implications of any interruption of gas supply in the winter," he said.
Ukraine's Naftogaz said it had seen a reduction of pressure in its pipelines, and was pumping gas from its reserves. Gazprom said it had increased deliveries for export to European consumers beyond Ukraine.
Pipelines that cross Ukraine carry about one-fifth of the European Union's gas needs. Both Russia and Ukraine say they will not jeopardize supplies to Europe.
"The predictable flow of energy to Ukraine and the rest of Europe under market-based, transparent conditions is essential for stability and reliability in regional and global energy markets," Johndroe said.
What is the Background of the So-called “Gas War“?
by Karl Müller, Germany
In recent years, Russia has gone a long way to stop the decline experienced in the 1990s and to make a change for the better. The disastrous decline had been no coincidence but the result of a strategy, starting out from the USA and US-‘advisors’ like Jeffrey Sachs. In her book, “The Shock Doctrine: The Rise of Disaster Capitalism” (ISBN 9780141024530) Naomi Klein described this phenomenon in the chapters dealing with Russia in more detail. Part of this decline was that Russia should not only be materially exploited but also politically brought to the brink of the abyss – just as Zbginiev Brzezinsky, the political advisor of the new US President had then proposed.
Since Russia took countermeasures, there has been a campaign against the country instigated by US circles and emulated by European politicians – in Germany by the chancellor in particular, who does it in an especially disgraceful and duplicitous way.
Do we have to look upon the gas dispute between Russia and the Ukraine – just as the other official European and US reactions – as part of this campaign?
There are many hints that support this hypothesis and suggest that the word ‘dispute’ is inappropriate. It was perhaps no dispute but a provocation performed for weeks by the Ukrainian President Yushtshenko and steered by the US administration in the background.

А то что помимо Украины газ отрубили и тем странам с кем были подписаны договора - это тоже нормальная бизнес практика?
