Don't worry about the roots. Worry about the clover stems.
If few stem fragments left somewhee in soil, they will root out and resume growth.
But I am sure you did a good job cleaning the veggie bed from them.
If anything left still, you'll see it and pull.
The main thing to worry about - clover spreads via "runners".
Those "runners" will come back again from the adjacent vacant lot.
Watch those and pull out. Do not let them establish again.
I got rid of 50% of the strawberries (all the "everbearings" are gone).
Nothing but time waste, japanese beetle food and weed/vole nursery...
Problem with strawberries is that you do not see weeds (especially clover!!!) until they already establish and spread.
Then you are in a world of pain.
Strawberries are also excellent cover for voles to grow families.... :х
So this is where you problem partially is.
