Restrictions on individuals are indirect, in the sense that the federal government can create laws, based on its constitutional rights, that pertain to individuals (restrictions on free speech: slander, libel, hate speech, pornography, etc.) If federal laws are considered constitutional, then they are supreme (Article VI, Clause 2).
Federal Government cannot directly create laws that restrict speech because it doesn't have the power to create such laws.
