Переполненные тюрьмы это не доказательство того, что от марихуаны подросткам нет никакого вреда. Это лишь свидетельство того, что государство неспособно енфорсить свои собственные законы осмысленно. Ну и того, что коррупция в тюремной индустрии очень большая.
Тюрьмы переполнены теми кто на травке попался. И коррупция потому что все идет через black market. С запретом алкоголя век назад не научились.
