My definition of a serious buyer is quite conservative and traditional. It consists of following time-proven golden rules:
==Ready to make a 20% down payment.
==The monthly housing cost after purchase is less than 28% of total income.
==Have cash in your bank savings account with an amount equivalent to six months of living expenses after closing on the house.
After these conditions are met, you should follow another three golden principles:
==Purchase in the best neighborhood that your money can afford.
==Aim at the cheapest house in the neighborhood that meets your living standard.
==Figure out the fair market price and insist on making offers according to the fair price.
