Саддам дурак.Так ему и надобно. В свое время решил дружить с америкой вот теперь расплата наглядная.

Думаю на этом основании России пора перестать клянчить и брать денежные кредиты у Америки.

Вопрос был не для Вас, но поскольку Вы решили подменить этого пустобрёха - пожалуйста. Против Ирана и курдов Багдад применял горчичный газ и иприт. Ни то, ни другое не поставлялось ему США. В отношении химреагентов двойного назначения. Я уже приводил где-то этот пример. Дам ещё раз.
Вы обратились ко мне с просьбой продать Вам:
1. Активированный уголь (чтобы живот не бурчал)
2. Марганцовку (чтобы царапины промыть)
3. Серу (чтобы спички сделать)
4. Калиевую селитру (огород полить)
5. Глицерин (чтобы кожа мягкой была)
Вы, вместо того, чтобы применить эти компоненты по назначению, смешали некоторые из них и получили порох и динамит. (Это реальный пример. Пропорций не скажу. Пару компонентов для динамита пропущено, а порох можете мешать)
Получается я продад Вам порох и динамит? Как бы не так!

Ну что ж мне надо быть осторожнее со словами. В следуюшии раз говорить "были вынуждены покинуть...." И Саддaма, зная что ему грозит, не приложил НИКАКИХ усилии вернуть обозревателеи?

Ведь даже Блих говорил о "неполнои кооперации". Ето просто говорит что Саддам "прощитался". Первыи раз получилось "игнорировать ", второи раз нет ... Вывoд; не очeн' умныи правитель.

Спасибо, т.е. применять газ вполне нормально? Представим, что Штаты взяли вашу статистику и использовали газ?

Four major battles were fought from April to August 1988, in which the Iraqis routed or defeated the Iranians. In the first offensive, named Blessed Ramadhan, Iraqi Republican Guard and regular Army units recaptured the Al-Faw peninsula. The 36-hour battle was conducted in a militarily sophisticated manner with two main thrusts, supported by heliborne and amphibious landings, and low-level fixed-wing attack sorties. In this battle, the Iraqis effectively used chemical weapons (CW), using nerve and blister agents against Iranian command and control facilities, artillery positions, and logistics points. Three subsequent operations followed much the same pattern, although they were somewhat less complex. After rehearsals, the Iraqis launched successful attacks on Iranian forces in the Fish Lake and Shalamjah areas near Al-Basrah and recaptured the oil-rich Majnun Islands. Farther to the north, in the last major engagement before the August 1988 cease-fire, Iraqi armored and mechanized forces penetrated deep into Iran, defeating Iranian forces and capturing huge amounts of armor and artillery.

The Iraqis' Use of Poison Gas

Re "A War Crime or an Act of War?," by Stephen C. Pelletiere (Op-Ed, Jan. 31):

In 1988, as a staff member working for the Senate Foreign Relations Committee, I documented Iraqi chemical weapons attacks on 49 Kurdish villages in Dihok Province along Iraq's border with Turkey. These attacks began on Aug. 25, 1988, five days after the Iran-Iraq war ended, and were specifically targeted on civilians.

As a result of the committee's report, the Senate unanimously approved comprehensive sanctions on Iraq.

Between March 1987 and August 1988, Iraq made extensive use of chemical weapons against Kurdish villages as part of a campaign aimed at depopulating rural Kurdistan. These attacks have been well documented by human rights groups, forensic investigators and the Kurds themselves. Many occurred in places far from the front line in the Iran-Iraq war.

The Kurdish survivors of the Halabja attack all blame Iraq, and many report seeing Iraqi markings on the low-flying aircraft that delivered the lethal gas. While the most deadly, the Halabja attack was one of between 60 and 180 such attacks that took thousands of civilian lives.

Re "A War Crime or an Act of War?" (Op-Ed, Jan. 31):

Stephen C. Pelletiere writes that Iran, not Iraq, might have been responsible for the 1988 gassing of Kurdish civilians in Halabja.

Human Rights Watch researchers interviewed survivors from Halabja and reviewed 18 tons of Iraqi state documents to establish beyond doubt that the attack was carried out by Iraq.

Iraqi forces used mustard and nerve gases, as well as mass executions, to kill some 100,000 Kurds in the genocidal 1988 Anfal campaign. The commander, Gen. Ali Hassan al-Majid, said of the Kurds, in a taped speech obtained by Human Rights Watch: "I will kill them all with chemical weapons! Who is going to say anything? The international community?"

The evidence is incontrovertible: Iraq is responsible for the crime of genocide, committed against its own Kurdish population. The gassing at Halabja was part of that crime.

Stephen C. Pelletiere ("A War Crime or an Act of War?," Op-Ed, Jan. 31) refers to a United States classified report, unknown to us, that would appear to exonerate the culprit in the tragedy at Halabja, Iraq, in March 1988.

This report stands in stark contrast to the United Nations investigation team findings, which invariably singled out the Iraqi Army as the culprit in the use of chemical weapons.

The Iranian government was the party that brought the Halabja tragedy to the attention of the United Nations and invited the international media to visit the city under its escort, the action that helped make clear who the culprit was.

Unfortunately, United States political expediency at the time obstructed the United Nations' efforts to investigate this incident fully.

Все же обсуждение уклонилось от темы.

Теперь, когда правительство Штатов отказалось от международного права, Штаты потеряли так называемую "легитимность власти". Раньше (до марта 2003 года) действия и интересы Штатов в основном (хотя бы для вида) совпадали с действиями и интересами международного сообщества. Власть Штатов осуществлялась в основном за счет финансов, поскольку здесь сосредоточена основная часть мировых банков и бирж, опять же доллар США - все еще основная валюта в мире. При этом, в интересах Штатов было глобальное мирное развитие с либерализацией денежных потоков. Однозначно понятно - это осуществляется только мирным путем. Это значит одно - война, международная напряженность Штатам невыгодна, поскольку приводит к остановке денежных потоков и потере влияния во всем мире.

Очевидно, ситуация кардинально меняется.
Руководить миром по-прежнему Штаты, скорее всего, не смогут.
