Good phone cards to call Russia????

I used Cloncom card which offers precise billing and pinless dialing but recently their quality got worse and worse. Here is what I want from a phone card:

1) excellent call quality, used too many bad phone cards in the past, does not cut it for me anymore. Can pay a little more for the quality.
2) precise billing, tired of phone card defrauding people
3) pinless dialing is preffered since I am calling from a cell phone most of the time
4) anything less than 10 cents/min
