My call to Russia was charged as call to Kazakhstan (higher rate).
When I send them request they answered that my number (starting at 7301) from Kazakhstan. But I certainly know that number from Russia ( I spoke with my brother).

Стандартная ситуация - incorrect routing tables - когда две страны используют один и тот же country code. У меня такое было при звонках через calling card (уже не помню какую). Ошибки были Росссия-Казахстан и Израиль-Палестинская Автономия. Пришлось отказаться от карты. Деньги не вернули.
