LONDON - A dossier released by the British government purporting to show how Iraq is deceiving U.N. weapons inspectors was based on old information, including an article by an American university lecturer, a British news program said Thursday.



Channel 4 News said the 19-page report — entitled "Iraq: Its Infrastructure of Concealment Deception and Intimidation" and posted Monday on Prime Minister Tony Blair (news - web sites)'s Web site — contained large chunks lifted from other sources

Downing Street today said it made a mistake in failing to acknowledge that a large section of a dossier on Saddam Hussein was copied from a Californian postgraduate student’s outdated thesis.

The dossier was designed to help win over sceptics by outlining Iraq’s alleged efforts to hide its weapons of mass destruction. It said UN weapons inspectors were outnumbered by 200 to one by Iraqi agents trying to deceive them, and provided "up to date details" of Iraq’s security organisations.

Colin Powell, the US Secretary of State, even recommended it to the world in his keynote UN presentation on Wednesday, in which he called the document a "fine paper".

But it emerged overnight that much of the document was lifted from a paper by Ibrahim al-Marashi, from Monterey, California - who was researching material relating to the build-up to the 1991 Gulf War and not to the current situation

Dr al-Marashi said he was surprised to learn his work had been used by the British Government.

"My immediate reaction was of surprise that these materials had made it into this report," he said.

"I was a bit disenchanted because they never cited my article ... any academic, when you publish anything, the only thing you ask for in return is that they include a citation of your work.

"There are laws and regulations about plagiarism that you would think the UK Government would abide by."

It's author, Ibrahim al-Marashi, a postgraduate student from Monterey in California. Large sections do indeed appear, verbatim.

A section, for example, six paragraphs long, on Saddam's Special Security Organisation, the exact same words are in the Californian student's paper.

In several places Downing Street edits the originals to make more sinister reading.

Number 10 says the Mukhabarat - the main intelligence agency - is "spying on foreign embassies in Iraq".

The original reads: "monitoring foreign embassies in Iraq."

And the provocative role of "supporting terrorist organisations in hostile regimes" has a weaker, political context in the original: "aiding opposition groups in hostile regimes."

Even typographic mistakes in the original articles are repeated.

вспоминается как началась война во Вьетнаме. кто не знает историю: с дезы. потом в рассекреченных материалах ето вылезло через много лет. презик выступил в конгрессе, нагнал с три короба вранья и понеслась война.

уверен, с речью Пауелла та же фигня будет. по-моему кое-какое вранье уже вылезло. типа космических снимков химической базы, на которой вчера журналюги побывали. Пауелл - такой же обманщик как и все остальные.

я не против войны. я против вранья. скажите истинные причины войны и вперед!

Они не в курсе. :)

Проверил news.google.com - поиск по "Iraq report plagiarized" - выдал Results 1 - 6 of 6.

Сегодня уже воскресенье, а история всплыла в четверг. Не спешат.
А может просто термин "plagiarized" стесняются использовать по отношению к такой "Fine paper" (c) Powell.
